An Advanced Contracting Initiative (ACI) Water Contract was awarded by the U.S. Army Corps of Engineers National Water Team on Dec. 20, 2013 to the Essence Bottling Company of Texas, Inc., of Lubbock, Texas.
This requirements contract supports FEMA emergency response efforts to provide potable water, primarily bottled, to those impacted by manmade and natural disasters in all Continental United States (CONUS) and Outside the Continental United States (OCONUS) sites. Water will be ordered from the contractor as needed during an emergency.
The contract has a base year and four option years. If all option years are exercised the contract will extend through March 31, 2018. The contract could exceed $100 million in total with base and all options exercised and based on mission requirements.
The contract requirements consist of providing bottled water during emergency periods, to include vendor- managed storage, transportation, loading and unloading, drayage, additional ground mileage, dry storage trailers, etc., to sites including possible future government or vendor warehouse storage.
The work requirements under this contract will be managed by the Corps of Engineers and all work will be accomplished under the supervision of a Corps of Engineers’ Quality Assurance Representative to assure compliance with contract requirements.
