Robert J. Bauer is currently the Acting Regional Business Director for the U.S. Army Corps of Engineers (USACE), North Atlantic Division (NAD), headquartered in Ft. Hamilton, Brooklyn, New York. NAD supports Army Corps of Engineers missions in three Combatant Commands (NORTHCOM, EUCOM & AFRICOM) consisting of 14 US States and all of Western Europe. NAD provides command and control for six USACE Districts located in Boston, Philadelphia, New York, Baltimore, Norfolk and Wiesbaden, Germany. Division programs typically exceed $3B annually and employ over 3,400 employees.

In this position Mr. Bauer is responsible for leading and managing the Division’s Regional Business Center operations and for deploying the USACE Project Management Business Processes and Regional Business Management, Engineering & Construction and Financial Resource functions. The Division plans, designs, operates and maintains projects to address environmental, infrastructure and water resource challenges of the region. NAD serves over 60 strategic customers, maintains 5 major US harbors, 16% of US highways, 2,700 miles of navigable channels, 8 river basins, 2 major bays, 63 miles of levees, 17,000 miles of coastal shorelines, 8 high rise bridges, 53 dams and reservoirs, 5 canals, 4 locks and hurricane/storm barriers.

During 30 years of Program & Business Management experience with the Department of Defense, Mr. Bauer has served in an array of challenging leadership and management positions throughout the Corps of Engineers, the Naval Facilities Engineer Command, the Pentagon, and private construction industry.  He has held key positions in Washington D.C., New York, Texas, Germany, Spain, Bosnia, Iraq and Afghanistan. Through his domestic and international assignments he has focused on master planning, construction project and program planning, acquisition, budget and programming, facility engineering design, installation and facilities support, public works, and infrastructure rebuilding.

In the recent Department of Defense BRAC 2005 program Mr. Bauer served as the Pentagon’s lead Program Manager on the Corps’ largest multi-story facility ever built. He was responsible for planning and developing the Office of the Secretary of Defense's state-of-the-art Department of Defense campus in Alexandria, Va., a $1.4 billion, 3Msf, relocation of more than 6,200 Defense Agency personnel from the National Capital Region to a new home at the Mark Center in Alexandria, Virginia.

Mr. Bauer earned a bachelor’s degree in Agricultural Engineering from the University of MD and a master’s degree in Business Management from Webster University, graduating with honors. He is a graduate of the OPM Management Institute and the Naval Executive Institute. He is a Registered Professional Engineer (Civil) licensed in the Commonwealth of Virginia. Awards include the Civil Service Combat Pin (3), Commanders and Armed Forces Civil Service Awards (3), Army Civil Service Achievement, GWOT Civilian Service Medal, and NATO medals.
