COLONEL BRIAN P. LOFTUS serves as the interim Deputy Division Commander of the U.S. Army Corps of Engineers, North Atlantic Division. He assumed the position in February 2026, serving additionally as the Deputy Division Commander of Reserve Affairs since August 2025.
The North Atlantic Division is one of nine U.S. Army Corps of Engineers divisions and includes more than 3,600 employees delivering engineering and construction services across the Northeastern United States, Europe, and Africa. The division oversees six subordinate districts located in Concord, Massachusetts; New York City, New York; Philadelphia, Pennsylvania; Baltimore, Maryland; Norfolk, Virginia; and Wiesbaden, Germany.
Prior to his current assignment, Loftus was Brigade Commander of the 301st Forward Engineer Support Team – Main (FEST-M), a 180-Soldier organization providing professional contract construction administration and engineer support to Joint Task Forces, Combatant Commands, and U.S. government agencies worldwide.
His other assignments include Platoon Leader, Company Executive Officer, and Battalion S4, 588th Engineer Battalion (Combat), Fort Hood, Texas; Company Construction Officer and Executive Officer, 404th Civil Affairs Battalion (Airborne), Joint Base McGuire-Dix-Lakehurst (JB-MDL), NJ; Exercise Project Officer and Company Commander, 75th Training Command, JB-MDL, NJ; Battalion S3, 1104th Mobilization Support Battalion, JB-MDL, NJ; Deputy Director of Plans, Training, Mobilization, and Security, Army Support Activity Fort Dix, NJ; U.S. Army Corps of Engineers Military Planner to U.S. European Command, Patch Barracks, Stuttgart, Germany; Battalion Commander, 841st Engineer Battalion, Miami, Florida; Brigade S3, 926th Engineer Brigade, Montgomery, Alabama; Civil Affairs Planning Team Alpha Chief, 353rd Civil Affairs Command, Fort Wadsworth, Staten Island, NY; and Officer in Charge, Contingency Command Post 2, 412th Theater Engineer Command, Vicksburg, Mississippi.
He also deployed in support of Operation Iraqi Freedom, including service in Iraq supporting Task Force Viking and the reconstruction of critical infrastructure in the Kurdish region.
Loftus holds a Master of Science in Civil Engineering and Graduate Certificate in Construction Management from Missouri University of Science and Technology, a Master of Science in Strategic Studies from the U.S. Army War College, and a Bachelor of Architecture from the University of Notre Dame. He is also a Leadership in Energy and Environmental Design Accredited Professional (LEED AP).
His military education includes the U.S. Army War College, Command and General Staff College, Engineer Captains Career Course, Civil Affairs Qualification Course, Engineer Officer Basic Course, Joint Engineer Operations Course, NATO Operational Military Engineering Course, and the Defense Institute of Security Cooperation Studies Security Cooperation Management Course.
His awards and decorations include the Bronze Star Medal (Second Award), Defense Meritorious Service Medal, Meritorious Service Medal (Fifth Award), Army Commendation Medal (Third Award), Army Achievement Medal (Second Award), Combat Action Badge, and Army Parachutist Badge.
