John L. Primavera was appointed to the Senior Executive Service in September 2023 and currently serves as the Regional Business Director for the North Atlantic Division’s Regional Business Directorate.
The Division executes engineering, design, construction, and project management for civil works, military programs, environmental programs, and international and interagency support in the region. As Regional Business Director, Mr. Primavera is responsible for managing the Division’s Regional Business Center operations and oversees its various centers. In addition, Mr. Primavera is the lead liaison between regional functional boards and the six District offices. Current construction placement exceeds $4.0 billion and is managed by a workforce of over 3,500 people.
Mr. Primavera has worked for USACE since 1985, with various assignments at the New York District and North Atlantic Division in resource management, construction, operations and emergency management. He was born and raised in Brooklyn, New York, and holds a bachelor’s degree in business management and economics from the State University of New York.
