Colonel Samuel L. Volkman

Colonel Sam Volkman was assigned as the deputy commander of the North Atlantic Division, U.S. Army Corps of Engineers July 15, 2020. 

The North Atlantic Division is one of nine divisions comprised of over 3,500 employees providing engineering and construction services to the nation. It is the Corps’ headquarters for the Northeastern United States, Europe, and Africa, with six subordinate district command offices located in Concord, Mass., New York City, Philadelphia, Baltimore, Norfolk, and Wiesbaden, Germany.

Volkman received his Army commission from the United States Military Academy in June 1995. After graduating from the Engineer Officer Basic Course, he served as a platoon leader, company executive officer, and battalion S-4 in the 864th Engineer Battalion at Fort Lewis, Wash. In 2000, Volkman moved to Fort Polk, La., where he served as a battalion assistant S-3 in the 46th Engineer Battalion followed by company commands in the 2nd Armored Cavalry Regiment and the 46th Engineer Battalion. After company command, Volkman joined the Far East Engineer District in Seoul, Korea. While in Korea, he served as a project engineer at Kunsan and Osan Airbase. 

After his two-year tour in Korea, Volkman attended the Command General Staff College at Fort Leavenworth, Kan. In 2007, he assumed the duties of battalion executive officer for the 3rd Brigade Special Troops Battalion of 4th Infantry Division at Fort Carson, Colo. In 2009, Volkman moved to San Francisco and served as the deputy district commander for the San Francisco District. After serving two years as a deputy district commander, he joined the 18th Engineer Brigade in Germany, where he served as the brigade design engineer and executive officer. From April 2013 to January 2015, Volkman commanded the 94th Engineer Battalion stationed at Fort Leonard Wood, Mo. After command, he served two years as the executive officer for the Director of Operations for the Office of the Assistant Chief of Staff for Installation Management in Washington. He most recently served a three-year tour in Germany as the command engineer for U.S. Army Europe.

Volkman’s deployments include tours to Iraq as a company commander in the 46th Engineer Battalion and battalion executive officer in 3rd Brigade, 4th Infantry Division; tours to Afghanistan as a project engineer for the Afghanistan Engineer District and brigade design engineer for the 18th Engineer Brigade; and a tour to Haiti as a platoon leader.

Volkman earned a Bachelor of Science Degree in Civil Engineering from the U.S. Military Academy and a Master of Science Degree in Engineering Management from Missouri University of Science and Technology. He is a licensed professional engineer in the state of Missouri and a certified project management professional. His military education includes the U.S. Army Command and General Staff College, U.S. Army Engineer Basic and Advance Course, U.S. Army Airborne School, and U.S. Army Ranger School.
