David J. Leach entered the Senior Executive Service in January 2011, serving as the Director of Programs for the North Atlantic Division. In this capacity, Mr. Leach is responsible for the development and execution of all military, civil works, environmental, interagency, and international programs throughout the Northeast Region of the United States.
Mr. Leach began his career as a civil engineer with the U.S. Department of Agriculture in Syracuse, New York. In 1985 he transferred to the U.S. Army Corps of Engineers Fort Drum Expansion Program in Watertown, New York. In 1991 he deployed to Dhahran, Saudi Arabia, and then Kuwait City, Kuwait, to provide support to Operation Desert Storm.
From 1992-1995 he served as the Deputy Resident Engineer for the Eastern European and Trans Caucus Embassy Construction Program at the US Army Corps of Engineers Europe District office in Frankfurt, Germany. Mr. Leach then transferred to the Philadelphia District to be the Resident Engineer at Dover Air Force Base in Dover, Delaware.
In 1999 he moved to Brooklyn to serve as the Area Engineer for the New York District’s Metropolitan New York Area Office. Between Sept. 11th, 2001 and the end of 2002, Mr. Leach volunteered to serve as the Program Manager for the World Trade Center Recovery Operation in Staten Island, New York. In 2005 he deployed to Baghdad, Iraq, to serve as the Director of Capacity Development and then the Deputy Director of Programs and Business Management for the US Army Corps of Engineers Gulf Region Division. In 2008 he came to the North Atlantic Division to serve as the Chief of Interagency, International and Environmental Programs.
Mr. Leach has a BS in Civil and Environmental Engineering from Clarkson University, Potsdam, New York, and is a graduate of the Army Management Staff College.
During his career, Mr. Leach has received numerous awards including the Global War on Terrorism Award, the Bronze Order of the de Fleury Medal, the Meritorious Civilian Service Award, the Civilian Award for Humanitarian Service, the LTG John W. Morris USACE Civilian of the Year Award, the Federal Executive of the Year Award, the Federal Bureau of Investigation Meritorious Service Award, the New York Police Department Distinguished Service Award, the Hero of The Regiment Award, and the Army Achievement Medal for Civilian Service.
He is a member of the American Society of Civil Engineers, the Army Acquisition Corps, the Association of the United States Army, Engineers Without Borders, the Project Management Institute, and the Society of American Military Engineers.
